The order of traveling abroad of minors of the Russian Federation
1. Every citizen of the Russian Federation after reaching of 18 year age shall have his/her own international passport when travelling abroad.
2. Minor citizens of the Russian Federation in the age under 18 year old can travel abroad if they have his/her own international passport or information about them is contained in the passport of accompanying him/her parents and other legal representatives.
3. The order of inputting of the information about children in an international passport:
a) specify last names, first names and dates of birth of the children;
b) the last and first names of the child are duplicated in the French language;
c) the record is certified by a signature of an employee, having made it, and a stamp for international documents.
There shall be photos for children, sealed with official stamps of bodies of the Ministry of Foreign Affairs or the Ministry of Internal Affairs of the Russian Federation.
4. For a citizen of the Russian Federation under 18 year old, departing the Russian Federation together with his/her parents (or one of the parents), adoptive parents, tutors or guardians, a notarized consent from the specified persons is not demanded.
5. If a citizen of the Russian Federation under 18 year old departs from Russia without any of the abovementioned persons, he/she shall have, beside the passport, a notarized consent of one of the specified persons to the departure of the minor person of the Russian Federation with specifying of the period of departure and the state (states), which he/she intends to visit.
Legal representatives for minor Russian citizens are their parents, adoptive parents, tutors, guardians. In case the parents, adoptive parents, tutors, guardians declares about his/her non-consent to the departure of a minor citizen of the Russian Federation from the Russian Federation, the issue about possibility of his/her departure from the Russian Federation shall be decided in court.
A citizen of the Russian Federation, acknowledged by court incapable, can depart from the Russian Federation upon an application from his/her parents, adoptive parents or tutors, accompanied by an adult, able to provide safety for the incapable citizen of the Russian Federation and safety for the surrounding people.
